El Chapo’s Top Enforcer in Ecuador Being in Sought After Escaping from Prison

Cesar Demar Vernaza Quiñonez, better known as Joaquin “El Chapo” Guzman’s head of enforcement in Ecuador, is being sought after escaping prison last month in that country.

Quiñonez, who was serving a 25-year sentence for murder, escaped along with 12 other inmates from the maximum-security prison La Roca Detention Center, located in the coastal city of Guayaquil.  He was just arrested last year in April and had not even been in prison for a year when he escaped. 

La Roca, a modern detention center that up to now has been considered the most secure in the country, holds a number of Ecuador’s most dangerous criminals.  The day after the February 11, 2013 escape the prison director and 14 prison guards were arrested on charges they aided the convicts in their escape.

Quiñonez had formed his own gang known as “The Courageous” and most of the escapees were affiliated with the gang.  Quiñonez started as a local drug trafficker for the Sinaloa cartel, which El Chapo heads, and then used his gang as enforcers for the cartel.

There is a $1.2 million rewards for information leading to the arrest of the convicts.
