How and Why states are rated? Scores based on population, jobs, and political representation.

Positive Rating

Positive: The “thumbs up” is a positive ranking for the states philosophy on immigration both in the legislature as well as day-to-day living. The HS News staff review several components in making their determination. The Senators voting records are reviewed, specifically with respect to their voting record on 4 key immigration bills. The Senators were also rated given their sponsorship of the DREAM Act (or lack thereof.) General conditions for Hispanics in the state are also considered. A Positive Rating represents an overall pro-immigrant environment as well as an overall positive history while considering various immigration legislation.

Neutral Rating

Neutral: The “sideways thumb” is a neutral ranking for the states philosophy on immigration both in the legislature as well as day-to-day living. The HS News staff review several components in making their determination. The Senators voting records are reviewed, specifically with respect to their voting record on 4 key immigration bills. The Senators were also rated given their sponsorship of the DREAM Act (or lack thereof.) General conditions for Hispanics in the state are also considered. A Neutral Rating represents a contradictory state record. This frequently occurs when the two Senators are opposed in their views on Immigration and their votes reflect this.

Negative Rating

A Negative Rating represents an overall anti-immigrant environment as well as an overall negative history while considering various immigration legislation.
