Little Village Madam Charged with Human Trafficking
Rubicela Montero, 39, a undocumented “madam” is charged with running a brothel out of her Little Village home.
She forced young girls and women to work as prostitutes by telling them that if they quit, something terrible would happen to them. One woman was told something would happen to her daughter and another was told she would turn up dead in an ally.One of the six employees was a 16-year old girl who was picked up from high school several times a week and forced to prostitute herself until 8 or 9 o’clock. Records show the clients paid more for sex with the 16 year old.
Montero was advertising as a “Full Massage Service” in Spanish language newspapers out of her home near 31st and Millard Avenue.
Police received an anonymous tip from a caller on their Human Traffic Hotline. An undercover sting was implemented. Three women were working at the time of the bust and all reported being lured into the business under false pretenses. One of the three turned out to be the original hotline caller.
The Cook County State’s Attorney’s office busted the operation as part of a sex trafficking investigation. An undercover officer was sent to the apartment where he struck a deal to have sex in exchange for $100.00. Montero was charged with one count each of involuntary servitude and involuntary servitude of a minor — both Class X felonies — and one count each of trafficking in persons for forced labor or services, and pandering, state’s attorney’s office spokesman Andy Conklin said.
Montero was ordered held on $400,000 bond Wednesday and a preliminary hearing is set for Dec. 13, he said.
