A tropical storm warning is in effect in Mexico covering the region from Veracruz to Tampico as Tropical Storm Fernand is expected to make landfall early Monday morning.

Veracruz Governor Javier Durate has cancelled school throughout the state and has urged his citizens to stay home tomorrow.  Authorities have already reported flooding of major roads and blackouts in certain parts of the state.

Fernand is nearly 20 miles east of Veracruz and is expected to produce heavy rains with winds at least 45 mph.  The storm is moving west at 9 mph.  The storm is anticipated to produce rainfall of 4-to-8 inches over Veracruz, Hidalgo, Northern Puebla, Southern Tamaulipas and eastern San Luis Potosi.

This is the sixth tropical storm of the 2013 Atlantic Hurricane season.  The storm is not expected to impact Texas or Southern Florida.
