There are two proposed laws pending in the Iowa legislature, to give police power to enforce immigration laws in every Iowa County, allow any public employee to share information with ICE, and prohibit sanctuary cities.

287(g) is a federal program that trains and empowers state and local police to enforce immigration laws. 287(g) has been problem plagued from the beginning, with widespread complaints about racial profiling, lack of accountability for some police who abuse our civil rights, and mismanagement. We do not want 287(g) in Iowa.

Immigration enforcement requires intensive training, and most public employees do not have the training to identify undocumented immigrants. Information sharing opens the door to racial profiling. Does anyone really believe a bus driver can identify undocumented immigrant children riding his bus?

Iowa City is considering a plan to limit involvement of police in immigration enforcement, to ensure that undocumented immigrants who are crime witnesses or victims will cooperate with police. Iowa City’s proposed policy does not prohibit police from reporting undocumented immigrants who are actually arrested and jailed. This law would prohibit Iowa City from implementing this policy.

SF102 is a not the solution for Iowa. The ICE inspector general studied the 287(g) program recently and found numerous severe problems. This program will result in racial profiling in Iowa, and result in a climate of hate and fear that has become so common in states like Arizona. Most public employees do not have the training or knowledge to recognize undocumented immigrants, and I especially do not want school employees causing fear in the immigrant community. Iowa City is considering a sensible policy to encourage crime victims and witnesses who may be undocumented to help police in their investigations, while still investigating immigration status of criminals in jail. I think this is a good idea but SF102 would prohibit this type of policy.
SF102 would also deny health insurance to financially needy undocumented immigrant mothers of unborn children. Prenatal care is extremely important to ensure health infants, and the cost of prenatal care is a tiny fraction of the cost of caring for a premature baby and ongoing health problems that often result from premature births. Lack of health care for pregnant mothers also encourages abortion. If you are truly pro-life, then you believe life starts at conception, and should not hold a child accountable for the mother’s actions. Babies are precious gifts from God.
287(g) and the other parts of this bill are not the right solution for Iowa. Please kill this bill!
