Fidel Castro Makes Public Appearance after Long Absence

Former Cuban President and revolutionary Fidel Castro made a public appearance yesterday after a long absence.  The 87-year-old dictator was photographed at the opening of an artist gallery in Havana; he was last seen nine months ago.

There are always reports of Castro demise in the heavily censored country.

GOP Wants Child Tax Credit for Undocumented Immigrants Eliminated Before Extending Jobless Benefits

Some Republicans are indicating they are willing to consider voting for unemployment-benefit extensions under certain conditions.  The conditions include eliminating the IRS-granted child tax credit refunds for undocumented immigrants. 
 
The unemployment-benefit extension was voted on successfully by the Democratic-controlled Senate but faces an uphill battle in the Republican-controlled house.  Most Republican feel extending unemployment benefits would increase the deficit.

In a speech marking the 50-year anniversary of the War on Poverty meant to offer up his ideas on how to address the problem today, Sen. Marco Rubio (R-FL) laid out some new ideas, such as consolidating all federal anti-poverty programs into one agency and doing away with the Earned Income Tax Credit to instead give people “wage enhancement.” But he also offered up a very old idea: promoting marriage as a way to drastically reduce poverty:

Social factors also play a major role in denying opportunity. The truth is that the greatest tool to lift people, to lift children and families from poverty, is one that decreases the probability of child poverty by 82 percent. But it isn’t a government program. It’s called marriage. Fifty years ago today, when the War on Poverty was launched, 93 percent of children in the United States were born to married parents. By 2010, that number had plummeted to 60 percent. It shouldn’t surprise us that 71 percent of poor families, poor families with children, are families that are not headed by a married couple.

Contractors Working on Panama Canal Seek $400 Million Advance

The Spanish-led consortium working on the $5.25 billion expansion of the Panama Canal proposed to the waterway administration that it provide it with an advance of $400 million to avoid a suspension of work this month.

Spanish construction giant Sacyr Vallehermoso and its partners in the GUPC consortium - Italy’s Impregilo, Belgium-based Jan de Nul and Panamanian firm CUSA - also offered to put up $100 million of their money as a “definitive solution” to the conflict threatening to halt work on the project starting on Jan. 20.

What’s New in the Murder Investigation of Former Miss Venezuela Monica Spear

As crime-plagued Venezuela reels from the high-profile murder of former Miss Venezuela, Monica Spears, the investigation as to who did it is moving at a rapid pace.  That is a rapid pace for a country where many crimes are not thoroughly investigated and justice often elusive.

The Monday night roadside murder of Spears, 29 and her 39-year-old British husband, Thomas Henry Berry has brought focus on at least eight different criminal gangs thought to be operating in the Interrrional del Centro highway where the murders occurred.  The criminal gangs create a road obstruction where by the vehicle occupants are required to exit their vehicle.  The tires of Spears cars were flat and they were asking for assistance when they were killed.

An appellate court rejected a motion from former teachers union chief Elba Esther Gordillo challenging her pre-trial detention on charges of tax fraud, the Mexican Attorney General’s Office said Tuesday.

Gordillo, 68, was indicted in November for allegedly understating her income on a 2008 tax return.

The Colombian Labor Ministry on Tuesday expressed regret over the murder of a regional leader of the Sinaltraceba brewery workers union in the northern coastal province of Atlantico.

Unknown gunmen on Saturday fired six times at Ever Luis Marin Rolong, a 46-year-old electrician, as he was waiting for a bus in the town of Soledad.

The U.S. Treasury considers Arechiga Gamboa the head of “The Anthrax” an extremely violent arm of the organization of Ismael “Mayo” Zambada Garcia, one of the Sinaloa cartel capos. Arechiga Gamboa, based in Culiacan (Sinaloa), ” provides personal protection to Zambada García and his family, and is responsible for eliminating rival organization.

” U.S. officials point to “El Chino Antrax” as transportation coordinator and logistics leader of the Sinaloa cartel for Joaquin “Chapo” Guzman Loera. “José Rodrigo Arechiga Gamboa represents the new generation of drug traffickers conducting activities with hyper violence” said Adam J. Szubin, director of the Office of Foreign Assets Control of the Treasury Department. Thus, the U.S. government prohibits any financial transaction with Arechiga Gamboa and freezes the financial assets it may have under U.S. jurisdiction. “With today’s designation , we again send a message to Zambada and its partners in the U.S. we will block these illicit funds, “Szubin said. Arechiga Gamboa was arrested on Dec. 30 by the Dutch authorities in Amsterdam after being accused by a court in California of multiple crimes related to drug trafficking. The U.S. has requested his extradition to face trial in California. In addition, The Department of the U.S. Treasury today imposed economic sanctions against Mexican Jose Rodrigo Arechiga Gamboa, the ‘Chinese anthrax ‘, identified as a hitman for the Sinaloa cartel and charged with drug trafficking. The Treasury Department bans individuals or U.S. companies from establishing commercial agreements with Arechiga Gamboa, and immediately freezes any assets held in U.S. territory. Treasury Department also reported that “the United States now seeks extradition (of Arechiga) to California” where he is charged with trafficking of prohibited substances. Arechiga Gamboa was arrested last December 30 after landing in Amsterdam , Holland, following an order of detention ​​by a court in San Diego, California, United States. The Mexican is targeted as one of the leaders of the group The anthrax “, an” armed wing and extremely violent “linked to Ismael Zambada, a major leader of the Sinaloa Cartel, according to official notice of the Department. A peasant leader in the southern Mexican state of Oaxaca was gunned down Tuesday, but the motive for the killing has not been determined, prosecutors said.

Inocente Maximino Cortes Garcia was killed in the city of Miahuatlan de Porfirio Diaz, the Oaxaca Attorney General’s Office said.
