3 Slain, Beheaded in Western Mexico

Organized crime was behind the murder and subsequent beheading of three men in the western Mexican state of Michoacan, authorities said.

Three severed heads were found before dawn Thursday in a roundabout on the road linking the towns of Los Reyes and Periban, the state Attorney General’s Office said.

Spain: Gibraltar, Falklands Situations Not Identical

Similarities between the cases of Gibraltar and the Falkland Islands do not imply that Spain and Argentina will pursue identical strategies, Spanish Foreign Minister Jose Manuel Garcia-Margallo said here Friday.

“Spain will not necessarily accompany all the decisions Argentina adopts in that matter, or vice-versa,” he said a day after Buenos Aires said that Margallo and Argentine counterpart Hector Timerman had agreed their countries should coordinate efforts to press Britain to negotiate over Gibraltar and the Falklands.

Leading defenders of immigrant rights described Friday as just and historic California Gov. Jerry Brown’s enactment of a law that awards basic labor rights to nannies and other personal attendants.

Brown’s signature concludes eight years of struggle, Xiomara CorpeƱo, director of the Coalition for Humane Immigrant Rights of Los Angeles, one if the leading organizations promoting the measure, told Efe.

Cuban athletes will be allowed to sign contracts with teams in foreign countries, according to a new policy announced Friday in the Communist government’s official media.

Cuban high-level athletes “have the possibility of signing with other clubs abroad under the protection of the National Institute of Sport, Physical Education and Recreation, without being treated like merchandise.”

Christie’s sold in Shanghai for $1.8 million the first painting by Spanish artist Pablo Picasso ever auctioned in China.

The oil painting “Homme Assis,” signed by the Andalusian artist on April 21, 1969, was knocked down for almost double the expected maximum amount, Christie’s said in a communique.

Yaqui Indians have delivered more than 9,000 signatures to Mexico’s environmental enforcement office demanding a halt to construction of an aqueduct in the northern state of Sonora they say will leave them without water.

The petition was launched on the Web site Change.org by members of the Yaqui’s head town, Vicam.

Soccer star Lionel Messi and his family will fully cooperate with the Spanish judiciary in the case against the FC Barcelona striker and his father for tax fraud, defense attorney Cristobal Martell said here Friday.

The lawyer spoke outside the courtroom in Gava, near Barcelona, where Messi spent about 15 minutes answering questions from the judge hearing the tax case.

The Tampa Bay Rays moved a step closer to a fourth trip to the postseason in six years with a 4-0 road win over the New York Yankees, although their victory was overshadowed by the home crowd’s emotional farewell to retiring pinstripes legend Mariano Rivera, who played in his last game in the Bronx.

The 48,675 fans who packed Yankee Stadium Thursday night gave the 43-year-old Panamanian closer a standing ovation when he entered the game in the top of the eighth inning and again an inning later when Major League Baseball’s all-time saves leader left the field after retiring all four batters he faced.

Statements from a suspect confirm that the May 26 kidnapping of 13 people from a Mexico City bar and their subsequent murder was an instance of score-settling between criminal groups, capital district attorney Rodolfo Rios said.

Joel Eduardo Galicia Espindola told investigators he and several accomplices acted “to avenge” the murder of their associate Horacio Vite Angel, Rios said.

The Southern Border Communities Coalition acknowledged that the Border Patrol’s decision to modify its regulations on the use of force is “a step in the right direction.”

The new policies were the result of pressure by border communities and lawmakers who asked that an end be put to the wave of incidents involving firearms and Border Patrol agents, which have resulted in the deaths of about 20 people since 2010, coalition director Christian Ramirez told Efe.

Bolivian Mob Kills 2 Accused of Attempting to Steal Motorcycle

A mob burned to death two men accused of trying to steal a motorcycle and attacking its owner near the central Bolivian town of Entre Rios, police said Thursday.

The lynchings occurred on Wednesday in the central province of Cochabamba, the regional police commander, Col. Antonio Arias, told the press.
