Florida Senator Marco Rubio continues to assert his hard stance on all things Cuba.  When asked what he thought about the recently enacted Cuba-crackdown bill – he was all for it and doesn’t agree with anyone who disagrees. 

Rubio was reacting to Florida Governor Rick Scott’s recent comments labeling the legislation unenforceable and unconstitutional. 

The legislation authored mostly by the Florida exile community and their lawmakers prohibits any Florida business with contracting with companies that have business dealings in Cuba or Syria.  Therefore local Florida businesses cannot hire firms that are currently operating hotels, restaurants, telecommunications or anything else inside of Cuba.  It also prohibits Florida state pensions from investing in these firms.

And since Syria is in ruins and imploding we don’t think any Florida business is at risk of doing business with them and violating this state law. 

The Florida Chamber of commerce and other pro-business groups are in opposition to the law and feel it is unconstitutional.  Something the very Governor who signed it implied shortly after signing it – pissing off Senator Marco Rubio.  “I believe that it’s constitutional,” Rubio told The Miami Herald.
 
He was pleased when the Governor amended his statement probably forced to - “I think the governor has, from what I’ve read briefly, restated his position in a way that I think is more appealing to people here who are concerned about it,” Rubio said.

Rubio clearly and once again is on the side of showing how hostile Cuban exiles are against their motherland.  At least he is consistent.

Mexican former President Vicente Fox said his successor’s military crackdown on drug cartels is a “useless war” and recommended exploring other avenues, including legalization.

“Mexico must urgently get out of this trap we’re in,” Fox said here Wednesday in a meeting with foreign correspondents.

According to Fox, Mexico is sandwiched between producer nations such as Colombia and the world’s largest consumer of illegal drugs, the United States, and is therefore “paying an enormous price” in its fight against the country’s numerous heavily armed drug mobs.

Since President Felipe Calderon took the baton from Fox on Dec. 1, 2006, and began deploying tens of thousands of army soldiers and federal police to battle the cartels, drug-related violence has left approximately 50,000 dead, with many of the murders stemming from the gangs’ turf battles over smuggling routes.

The global war on drugs begun during U.S. President Richard Nixon’s 1969-1974 administration has been an “absolute failure,” Fox said, adding that policy makers need to “meditate and reflect” on possible alternatives.

The 69-year-old former head of state upheld Portugal as an example of the merits of legalization, saying that since decriminalizing drugs in 1999 consumption there has fallen by 25 percent.

He avoided specifics on which types of drugs could be legalized and which entities would administer them to users, although he stressed the need to review the government’s counter-narcotics policies.

Calderon - who took office in 2006 and is a member of the same right-wing National Action Party, or PAN, as his predecessor - has sided with the United States in opposing drug legalization.

Asked what would happen if his country decides to legalize drug consumption and whether the United States would give its consent, Fox responded: “Mexico can do it without consulting the United States.”

He cited figures showing that the drug-related murder toll has risen steadily throughout Calderon’s five-and-a-half-year military offensive against the well-funded drug mobs.

Fox said, for example, that about 2,760 homicides were committed in the country in 2006, the year he left office, and 0.4 percent of the Mexican population were cocaine users.

A few years into the military strategy, according to his figures, the 2011 murder toll stood at 16,603 and 2.4 percent of the population consumed cocaine.

“This is irrefutable proof that the premise that a war like this would succeed in lowering consumption has not been fulfilled,” Fox said.

“We’re fighting this war for (the United States),” the ex-president said during the hour-long question-and-answer session with about a score of foreign correspondents.

Looking ahead to the July 1 elections to choose Calderon’s successor, Fox said he supports his PAN party and its presidential candidate, Josefina Vazquez Mota, who trails frontrunner Enrique Peña Nieto, standard-bearer of the Institutional Revolutionary Party, or PRI, by a wide margin.

Mexican presidents are limited to a single six-year term.

The PRI ruled Mexico uninterruptedly for 71 years before Fox’s election victory in 2000, a stranglehold on power that Peruvian Nobel Prize-winning novelist Mario Vargas Llosa described as “the perfect dictatorship.”

Asked about a possible return of the PRI to the presidency, Fox said that party would be governing a “different Mexico” with an established “electoral democracy” that is in the process of becoming a “participative democracy.”

Cuban President Raul Castro remains on the global list of predators of freedom of information, Reporters Without Borders said here Thursday in a report coinciding with World Press Freedom Day.

“(T)he harassment of independent journalists and bloggers has never stopped” under Raul, who formally succeeded older brother Fidel Castro in 2008, according to the watchdog group known by the French initials RSF.

The Cuba government’s repression of independent journalists “includes police brutality, summonses and searches by State Security and detention for short periods,” the Paris-based organization said.

“The page has nonetheless been turned on the ‘Black Spring’ crackdown of March 2003,” RSF added, noting that Cuba’s Communist regime freed the remaining “Group of 75” political prisoners from the Black Spring period.

“Though we don’t know of cases of long incarcerations lately” and despite signs of economic liberalization, Cuba does not respect “pluralism and the freedom of the press and of expression,” RSF’s Latin America expert, Benôit Hervieu, told Efe.

The father of policeman Cesar Vilca, missing for 20 days after his unit came under attack by suspected guerrillas, found his son’s dead body in the jungles of southern Peru, local media reported.

Dionisio Vilca arrived Wednesday night in the remote town of Kiteni, Cuzco region, carrying the corpse of his son. He had begun his search in the Alto Lagunas area after saying authorities had halted their efforts.

According to Canal N television, the man was accompanied only by two guides and was not wearing any special protective gear.

Vilca returned from his search around 9:00 p.m. and walked into the military command headquarters set up in Kiteni to speak with National Police Gen. Salvador Iglesias, head of that force’s special operations division.

According to the online edition of the La Republica daily, Vilca told the general how he found his son’s body, which was being kept at a clinic in Kiteni.

Vilca had complained that the military and police command in Cusco’s Valley of the Apurimac and Ene rivers, or VRAE, region had ceased looking for his son after another member of his unit turned up alive last weekend.

Cesar Vilca, a 22-year-old non-commissioned officer, entered the jungles of the VRAE three weeks ago along with other members of his unit as part of a search for 36 gas workers being held captive by an armed column led by erstwhile Shining Path guerrillas.

But the helicopter that had dropped the police off in the jungle flew away when it came under gunfire by the armed group.

One of Vilca’s fellow police, Lander Tamani, died in the clash, while the other, non-commissioned officer Luis Astuquillca, turned up alive last weekend in a village near Kiteni.

Astuquillca told his superiors that Vilca had been badly wounded in the leg and that he saw him convulsing before they separated more than a week ago.

The parents of Vilca and Astuquillca had traveled to the VRAE to monitor the search for their sons.

An armed group that calls itself the “militarized Communist Party of Peru” and has disavowed any affinity with the Shining Path and its former leaders operates in the VRAE.

Two weeks ago, several members of the group, including leader Martin Quispe Palomino, known as “Gabriel,” made contact with reporters who traveled to the region of Cuzco to cover the mass abduction.

Gabriel told the journalists the abduction of the gas workers, who were released on April 14 amid clashes with special forces units, was meant to “unmask this old system of exploitation and oppression.”

He said his group will continue targeting the security forces and “confiscate their weapons to extend fighting capacity.”

Media outlets have reported that Gabriel is the younger brother of Victor and Jorge Quispe Palomino, who authorities say are the leaders of the Shining Path faction based in the VRAE, where the mass kidnapping took place.

The reporters’ encounter with Gabriel and his comrades came amid what Defense Minister Alberto Otarola described as “a fight without quarter” against guerrillas in southern Peru.

The Maoist-inspired Shining Path launched its uprising on May 17, 1980, with an attack on Chuschi, a small town in Ayacucho province.

A truth commission appointed by former President Alejandro Toledo blamed the Shining Path for most of the nearly 70,000 deaths the panel ascribed to politically motivated violence during the two decades following the group’s 1980 uprising.

The guerrilla group, according to commission estimates, also caused an estimated $25 billion in economic losses.

Shining Path founder Abimael Guzman was captured with his top lieutenants on Sept. 12, 1992, an event that marked the “defeat” of the insurgency.

The group became notorious for some of its innovations, such as blowing apart with dynamite the bodies of community service workers its members killed, or hanging stray canines from lampposts as warnings to “capitalist dogs.”

A south Texas man was sentenced to more than 5 years in prison for possessing child pornography, announced U.S. Attorney Kenneth Magidson, Southern District of Texas. The investigation was conducted by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

Armando Ruben Avila, 48, was sentenced by U.S. District Judge Lee Rosenthal to 65 months in prison to be followed by a life term of supervised release. Avila will also have to register as a sex offender and was ordered to pay $3,000 restitution to one of the Internet victims found in his collection. Avila pleaded guilty to the charges Oct. 25.

The investigation began when HSI special agents received information regarding a commercial child pornography website. Special agents determined the company to be a pay-for-access commercial website offering child pornography in a variety of media formats, including still images, VHS and DVD videos. Paid membership to this website was secured by sending a Western Union moneygram to individuals in Russia. One of the moneygram payments was tracked to Avila.

On Oct. 14, 2009, HSI special agents executed a federal search warrant at Avila’s Houston residence, at which time an HP Pavilion desktop and a Toshiba laptop were seized. Also at that time, Avila admitted to searching for and downloading child pornography on the Internet.

A forensic exam revealed images of child pornography on both computers. At least 4,000 images and 50 videos of child pornography were found. Some of the images depicted prepubescent girls engaging in sexual intercourse and oral sex with adult males.

Previously released on bond, Avila was permitted to remain on bond and voluntarily surrender to a U.S. Bureau of Prisons facility to be determined in the near future.

A Mexican internet portal has come up with a way to turn Mexico City’s dog poop problem into a positive for those needing short-term internet access.

Ad agency DDB teamed up with internet portal Terra to not only create something innovative, but do it in a way that cleans on the city.

For many, walking in Mexico City requires one to contantly be on the look out for dog poop from either stray dogs, or more likely from dogs whose owners just didn’t clean up after them. Wanting to get people to clean up after their dogs, Terra and DDB’s created Poo WiFi.

Poo WiFi is a machine that offers a free wifi connection in exchange for dog poo. After they’ve picked up their dogs’ excrement, people can drop the poop bags in a special box on top of the machine, after which the machine offers a number of minutes of free wifi, depending on the weight of the poo.

Rumor has it that Mexico will be the scene for the third and possibly final film in the Hangover franchise.

First “the Wolf Pack” headed to Las Vegas in The Hangover, then Bradley Cooper and the boys got into trouble in Bangkok in The Hangover 2, now Life & Style magazine is reporting that pack will leave their mark on Tijuana for The Hangover 3. (Actually, Tijuana may leave its mark on the pack.)

Earlier this year, it was revealed the third film is scheduled to hit theaters May 24, 2013.

In March, director and co-writer Todd Phillips called the third film “a fitting conclusion to our three-part opera of mayhem, despair, and bad decisions.”

Cooper, Ed Helms, and insanely funny Zach Galifianakis are all set to reprise their roles.

Bettina Inclan has what some would consider one of the toughest jobs for Republicans. In January, Inclan was named the Republican National Committee’s first ever Director or Hispanic Outreach.

The daughter of a Mexican father and Cuban mother, Inclan, a communications and political strategist, grew up hearing stories of her Cuban grandfather’s years as a political prisoner in Cuba, and the government’s role. She has described her family has “Ronald Regan conservatives.”

Shortly after Inclan was named to the post, RNC Chairman Reince Priebus announced plans for the GOP’s expanded Latino inclusion efforts. Included in the plans was an expanded social media outreach program in which the committee began a bilingual mobile messaging campaign along with television and radio ads to be aired in Spanish, ads that are currently running on Spanish-language stations.

Inclan is not alone in Hispanic outreach for the Republican party, as the RNC has hired outreach directors for six states with large Hispanic populations: Colorado, Florida, Nevada, New Mexico, North Carolina, and Virginia.

The Hispanic Republican and her allies have their work cut out for them, however, as a Fox News poll in February revealed an estimated 70 percent of Hispanic voters said they would vote for President Obama and only 17 percent saying they’d vote for Mitt Romney.

Bettina has also served at the co-host of the national radio show “Power Play” on Sirius XM’s Cristina Radio Channel 146. She was also part of the team that helped Florida Governor Rick Scott win 51% of the Hispanic vote in 2010.

Well known border militia leader, identified as a neo Nazi, J.T. Ready apparently opened fire and killed four other people, one of them a toddler, before turning the gun on himself. 

The former Marine, known for his work in the militia group which dresses in camouflage and patrols the border allegedly shot and killed two women, one man and an 18 month old girl, then committed suicide.  The victims were Ready’s girlfriend, Lisa, her daughter, Amber, and granddaughter, Lilly, as well as her daughter’s boyfriend, whose name has not yet been released.

Ready and his group often patrolled the Arizona desert looking for undocumented border crossers and drug traffickers, typically dressed in fatigues, body armor and gas masks all while carrying assault rifles according to KTAR

Although it is believed to be a domestic murder-suicide case, posts on Ready’s Facebook page suggest that Ready and the other victims were murdered by a Mexican drug cartel. 

The shootings occurred sometime after 1 PM in the Gilbert, Arizona area.  Police are currently investigating chemicals found at the scene in two 55 gallon drums.  Officials will not re-enter the house until the hazmat team gives the all clear. 

Although motives are still unclear, it is known that Ready was exploring the possibility of a run for the Pinal County Sheriff.

Only Half of Teens, 51 Percent, Now Say They See “Great Risk” in Using Marijuana Regularly

~Teen Abuse of Rx and Over-The-Counter Medicines Remain at Dangerous Levels~

New, nationally projectable survey results released today by The Partnership at Drugfree.org and MetLife Foundation found that past-month marijuana use – particularly heavy use – has increased significantly among U.S. high school students since 2008.

The Partnership Attitude Tracking Study, sponsored by MetLife Foundation, found that 9 percent of teens (nearly 1.5 million) smoked marijuana heavily (at least 20 times) in the past month. Overall, past-month heavy marijuana use is up 80 percent among U.S. teens since 2008.

Trends in Teen Marijuana Use According to the New PATS Data (2008-2011)

  -Past-month use is up 42 percent (up from 19 percent in 2008 to 27 percent in 2011, which translates to about 4 million teens).
  -Past-year use is up 26 percent (up from 31 percent in 2008 to 39 percent in 2011, which translates to about 6 million teens).
  -Lifetime use is up 21 percent (up from 39 percent in 2008 to 47 percent in 2011, which translates to nearly 8 million teens).

This marks an upward trend in teen marijuana use over the past three years. The last time marijuana use was this widespread among teens was in 1998 when past month use of marijuana was at 27 percent.

Teen Boys and Hispanic Teens Leading Marijuana Increases, Fewer Teen Girls Abusing Rx Medicines

The PATS survey confirms that teen boys are leading the overall increases in marijuana use. Past year use among teen boys is up 24 percent (from 34 percent in 2008 to 42 percent in 2011) and past month use among teen boys is up 38 percent (from 21 percent in 2008 to 29 percent in 2011). Additionally, boys’ heavy use – smoking marijuana at least 20 times a month – is higher than that of their female counterparts (11 percent for teen boys vs. 6 percent for teen girls) and boys’ heavy marijuana use is up an alarming 57 percent, from 7 percent in 2008 to 11 percent in 2011.

According to the new data, half of Hispanic teens (50 percent) report that they have used marijuana in the past year (versus 40 percent for African Americans and 35 percent for Caucasians). This means Hispanic teens are nearly twice as likely (43 percent) as Caucasian teens to have smoked marijuana in the past year (50 percent vs. 35 percent) and 25 percent more likely than African-American teens.

The study also found that fewer teen girls are abusing Rx medications. Teen girls’ abuse of a prescription drug “to get high or alter your mood” is down 30 percent since 2010 (from 23 percent in 2010 to 16 percent in 2011) and is down a total of 24 percent since 2009 (21 percent in 2009). Rx drug abuse among teen boys has remained relatively flat over the same time period.

Teens are starting to view medicine abuse as less socially acceptable and the percentage of teens who “strongly disapprove” of peers using prescription drugs to get high has gone up significantly – from 52 percent in 2010 to 58 percent in 2011. Fewer also say it’s “very” or “fairly” easy for teens to get prescription pain relievers, down 25 percent from 57 percent in 2008 to 43 percent in 2011.

On Wednesday, eight people were detained for allegedly participating in a mob’s seizure of an army outpost in northern Guatemala.

The seizure led officials to declare a state of siege and caused chaos throughout the province of Huehuetenango.

Spokesman for the Defense Ministry, Rony Urizar said that 100 soldier and 160 police officers were sent to the province which in on the border with Mexico.

A mob of 200 people armed with machetes and guns briefly overtook the outpost, beat up several soldiers, and set some buildings ablaze in the town of Barillas.

Hours before the mob raid a resident of Barrillas had been killed which sparked the conflict. The group demanded justice while opposing the construction of a hydroelectric plant in their town.

President Molina defended his decision in declaring a state of siege and further claimed that those involved in the mob riot were collaborating with drug traffickers.

Alberto Brunori, the U.N. High Commissioner for Human Rights, stated to the press, “We received several reports of harassment in Huehuetenango allegedly connected to the hydroelectric plant, but those are reports that have to be investigated.”

This isn’t the first nor the last occasion in which farmers and human rights activists in Guatemala have filed complaints against companies trying to take their land for government project.

So far, Guatemala’s judiciary has issued 44 land eviction orders from all around the country.

Charlie Sheen is reportedly fuming after hearing a strip club and sushi restaurant used his name for its VIP room.

The New York Cheetahs Club in Times Square named their exclusive VIP area the “Charlie Sheen Room” and the self-proclaimed warlock is threatening to sue.

Sheen’s rep, Larry Solters, told E! News, “Charlie has nothing to do with this and it is unfortunate that these despicable parasites have not been exterminated.”

The room has photos of Sheen on display and told The New York Post’s page six, “We figured it would be comical to name a room after him. It was a room where you could dine on sushi served on cellophane on the body of one of our entertainers, not where you do crack.”

Sheen has reportedly sent the club a cease and desist letter from his attorney.

However, the Cheetahs Club is now refusing to change the name, according to TMZ and the actor’s lawyer told the gossip site, “The club’s ongoing efforts to attract media attention by using Charlie Sheen’s name and mischaracterizing the nature of his legal claims are more blatant attempts to promote the club by wrongfully exploiting my client’s publicity rights without his consent.”

Catholic ‘Oscar’ Awarded to ‘Modern Family’ and Emilio Estevez’s ‘The Way’

ABC’s hit comedy series, ‘Modern Family,’ received the Catholics in Media Associates 2012 television award.  Also known as the “Catholic Oscar,” this year’s CIMA Award recipient came as a shock to many as the show depicts the lifestyle of a married gay couple, an issue which the Catholic Church opposes. 

The gay couple, played by actors Eric Stonestreet and Jesse Tyler Ferguson also has an adopted daughter on the show named Lily, who caused criticism after she cursed during the show.  The young actress, Aubrey Anderson-Emmons, was not asked to curse yet say the word ‘fudge’ underneath the bleep during the recent episode.  Sofia Vergara also stars in the comedy as the beautiful, Colombian, step mother to Jesse Tyler Ferguson’s character Mitch.

Father Tony Scannel along with a group of Catholics involved in the entertainment industry began the organization in 1992.  The first awards were presented in 1993 and past award winners include, “Blue Bloods,” “Glee,” “Without a Trace,” and “Ugly Betty.”

Barbara Gangi, a CIMA founding member and honorary chairwoman of the event explained to the Catholic News Service, that the organization is “known for its questionable, even controversial honorees.”

Other award winners from this year’s event included the Board of Directors award to Emilio Estevez for his writing and directing of “The Way.”  Martin Sheen, the film’s star and also father of Estevez presented the award to the film’s senior executive producer, David Alexanian. 

In addition to these award winners, Martin Scorcese’s “Hugo” won for the Motion Picture award and “I Am” for the Documentary award.

In true Lionel Messi fashion, the Barcelona striker scored yet another impressive goal during the team’s match against Malaga.

The chip shot was the 3rd for Messi, completing his hat-trick in Barcelona’s 4-1 win over Malaga. With a pass from Andres Iniesta, Messi chips the ball over the on-rushing goalkeeper and finishes for his 68th goal of the season in all competitions.

With this goal Lionel Messi has broken Gerd Muller’s record of scoring the most goals in a European season after scoring a hat-trick in the Liga encounter against Malaga at Camp Nou.

This year’s new “50 Most Beautiful” issue of PEOPLE en Español, highlights some of today’s most popular names in Hispanic entertainment.

The cover features eight leading lady stars, one of which was the very beautiful and talented Avatar star Zoe Saldana.  Also on the cover was the Evita star, Ricky Martin.  The cover women appear in dresses by Venezuelan designer Carolina Herrera, jewelry by Mayors, etc.

The leading man of this year’s issue is the Cuban actor William Levy, who makes his fifth appearance in the magazine. On the cover of last year’s issue, Levy has gained a larger fan base with his participation in America’s hit ABC show “Dancing with the Stars”.

Sofia Vergara also appears in this year’s issues, making her a seven-time honoree. Vergara, who has also appeared broadly to the American media market, talked about her road to success in a recent interview. She stated, “I’ve been very lucky,” in regards to her role in the ABC series Modern Family.

The Mexican singer and actress, Thalia, is on this year’s cover making a record of nine appearances in the “50 Most Beautiful” issue.

Among the actresses in the issue are Penelope Cruz, Naya Rivera, and Salma Hayek. Some of the men in the issue include Giant’s Victor Cruz and singer Daddy Yankee.

The magazine traveled all around Hispanically Speaking countries such as Argentina, Mexico, Puerto Rico, and Spain for photos.

The British-born actress of Spanish heritage, Patricia Medina, a Hollywood leading lady, has died at the age of 92.

Medina, born from a Spaniard father and British mother, died on Saturday at the Barlow Respiratory Hospital in Los Angeles according to reports.

The leading lady of 1950’s classic movies, had been declining in health for some while stated Meredith Silverbach, a close friend.

The petite, dark-haired beauty first launched her film career in England and was married to Richard Greene when she arrived to Hollywood after WWI.

Signed to MGM, Medina played the lead roles in hit movies such as “Abbott and Costello in the Foreign Legion” (1950), “Sangaree” (1953), and “Plunder of the Sun” (1953).

Medina and Greene divorced in 1951 and she married Joseph Cotton in 1960, which made his debut in “Citizen Kane”. Cotton and Medina were an inseparable and dynamic pair until his death in 1994.

One of three sisters, she was born on July 19, 1919 and while growing up was fluent in French, Italian, and in Spanish.

Medina’s last work was her 1988 autobiography “Laid Back in Hollywood”.

This legacy star will be greatly missed.

After 44 years of activism Nativo Lopez, the controversial immigrant-rights leader, stated that he will resign from public life.

The former Santa Ana school board member expressed his frustration on the lack of progress of his efforts in a three-page announcement he emailed this Monday.

In the announcement he wrote, “After so many years of experimenting with different forms and means to change this system, I have found myself doing the same thing over and over again and expecting a different result.”

Now resigning his positions as both the head of Hermandad Mexicanca Latinoamericana and the Mexican American Political Association, Lopez identified he will focus only on his personal life.

This retreat from the public life might be ideal because Lopez has been the center of controversy at times.

In 2003, he was recalled from his post as school board member on accusations of caring only about his own political interests and delaying construction programs.

In the race between Democrat Loretta Sanchez and incumbent Bod Doran in 1996, the House Oversight Committee identified that his organization, Hermandad Mexicana Nacional, was responsible for improper voter registrations.

In 2002, when Hermandad Mexicana Nacional was given federal funding and grants, he was accused for using in the money to pay off the mortgage of his headquarters. The association later agreed to pay a $600,000 settlement.

Lopez was led the Hermandad Mexicana Nacional/Latinoamericana for 33 years and has been president of the Mexican American Political Association since 2003.

Although Nativo Lopez was viewed as a champion for immigrants, some might say his various controversies spark a good riddance.

The family of immigrant Anastacio Hernandez, who died at the hands of the Border Patrol, will take part in a march in San Diego to ask for justice.

The march will begin on Thursday evening with the presence of Hernandez’s widow, Maria Puga, accompanied by his siblings, his parents, who arrived from Mexico, and members of several organizations.

Pedro Rios, the president of the board of the Southern Border Communities Coalition, which gathers 25 groups that will participate in the march, told Efe that there will also be simultaneous demonstrations in the cities of San Francisco, Chicago, Boston, Calexico, California and in Texas.

“The marches will be focused on the case of Anastacio Hernandez, but providing context for what is not unique but has happened to at least eight other residents of border communities dead at the hands of the Border Patrol since 2010,” Rios said.

Martin Hernandez Rojas, the victim’s brother, asked the Hispanic community to join Thursday’s vigil and march.

“We’re only asking for justice to be done, for the people responsible to be punished. This has affected the family in every way. We’re trying to ensure it’s not forgotten, but at the same time it’s difficult to remember. ... We feel bad, but we’re not satisfied until something is done,” Hernandez told Efe.

A recently broadcast PBS documentary presented new video material on Hernandez’s death, almost two years ago, showing how at least a dozen agents surrounded the victim while he was lying face down, handcuffed, beating him and using a taser on him at least five times while the immigrant asked for help.

“There continue to be many anomalies on the border. My brother Ricardo is seeking to pressure the government in Mexico for help. I think that if the families unite we will have more strength and something good has to the fact that the Justice Department has not made public any investigation into the case despite the emergence of new witnesses.

“They have also not formally requested a copy of the video. To exert pressure, we’ve planned a trip by the Hernandez Rojas family to Washington D.C. to meet with legislators and ask them to take action to pressure the Justice Department. So far, we have the support of Congressman Raul Grijalva of Arizona,” he said.

Ramirez added that one of the goals of the campaign is for the Border Patrol to implement transparency mechanisms, such as for example in its training manual, “which due to the lack of formal charges would seem to allow 12 agents to stand around witnessing it while Anastacio was brutally tortured.”

Remittances from Mexicans living abroad climbed 5.3 percent in the first quarter compared with the same period in 2011, Mexico’s central bank said Wednesday.

Expats sent a total of $5.37 billion home to Mexico in the first three months of the year, up from $5.1 billion a year earlier, according to figures compiled by Banco de Mexico.

The number of transactions also rose from the first quarter of 2011, climbing 7.3 percent to 16.8 million.

Remittances rose 16.4 percent last month from the level of March 2011, to $2.08 billion.

The median transfer in the first quarter was $318.41, down 1.94 percent compared with January-March last year.

Michoacan led Mexico’s 32 states in remittances in the first quarter with receipts of $538.4 million, followed by Guanajuato, $498.7 million; and Jalisco, $462 million.

Remittances are Mexico’s second-largest source of foreign exchange and help cover the living expenses of millions of households.

Most of the remittances are sent from the United States, where an estimated 12 million Mexicans live, about half of them undocumented migrants.
