Bill & Melinda Gates Foundation Help Launch Innovative Recycling Program in Latin America

The Fundación Avina, the Multilateral Investment Fund (MIF), a member of the IDB Group, the Water and Sanitation Division of the IDB, and The Coca-Cola Company, with support from the Bill & Melinda Gates Foundation, today launched a regional program to integrate informal waste collectors into the formal recycling market.

The initiative brings together recyclers, consumer products companies, municipalities, educational institutions, and civil society organizations to discuss proposals and develop action plans for incorporating informal workers into local value chains. The program will make use of lessons learned from projects underway in Argentina, Bolivia, Brazil, Colombia, Peru, and other developing countries, and provide these experiences as models for stakeholders.

It is estimated that more than four million people in Latin America live on income earned from the collection of recyclable waste materials. These people, including entire families, work in unhealthy conditions with materials that may pose risks to health.

“It is critical to support the transformation of the market and the organization of informal recyclers to improve their economic and social situation,” said Nancy Lee, MIF General Manager. “Greater coordination among recyclers, businesses and municipalities will improve the quality of life of people engaged in this business.”

The program seeks to improve the socio-economic status of waste collectors, involve the private sector as an active partner in facilitating their access to the formal market, and improve the regulatory framework to facilitate market functions.“Despite their key role in a new market such as recycling, informal waste collectors and their families remain isolated from society and the economy,” said Valdemar de Oliveira Neto, Fundación AVINA’s Director of Continental Initiatives. “This project will enable us to bring together all stakeholders to create an environment that respects their work, demonstrating that it is not only honorable, but also valuable to society.”

In some cases, informal collectors are responsible for recovering up to 90 percent of recycled consumer products materials. But the benefits they receive represent only a very small percentage of the value generated in the value chain. Several initiatives have proven that benefits flowing to these collectors increase through their participation in inclusive businesses sponsored by multi-sectoral alliances.

Univision Finishes Season As ONLY Top 5 Network to Gain Audience Share

Powered by a strong mix of hit novelas - including the most-watched Spanish-language novela in U.S. television history and Univision Studios’ first original primetime novela - exciting reality series, award shows and other popular programming, Univision Network is set to finish the 2010-2011 broadcast season as the fastest-growing major broadcast network, regardless of language, among Adults 18-49.

In fact, Univision has grown its Adult 18-49 primetime audience by 8 percent while the other major broadcast networks - ABC (-9 percent), CBS (-8 percent), FOX (-4 percent) and NBC (-14 percent) - have seen their primetime audience decline an average of 9 percent compared to last season.

Additionally, Univision’s primetime audience was higher than NBC on two out of every three nights (66 percent) during the 2010/2011 broadcast season versus the comparable period in the 2009/2010 broadcast season among Adults 18-34, and on more than 40 percent of the nights among Adults 18-49.

“Univision’s programming strategy continues to deliver higher audience levels in primetime, further establishing the popularity of our content and boosting our competitiveness vs. ABC, NBC, CBS and FOX,” said Cesar Conde, president of Univision Networks. “We look forward to continued momentum this summer as we present more exclusive content and first-run programming.”

Univision was the #1 network on Friday nights among young Adults 18-34 and Persons 12-34 during broadcast primetime (8-11pm) for the fourth consecutive broadcast season, and has occupied the #1 broadcast network ranking on more nights in the 2010-2011 broadcast season versus the comparable period in 2009-2010, during broadcast primetime among Adults 18-34 (43 nights vs. 32 nights) and Adults 18-49 (16 nights vs. 5 nights). Additionally, a staggering 96 percent of Univision’s primetime viewers watch live - i.e., commercial messages are not fast-forwarded and therefore have more impact - and its viewers have a primetime median age of 37, making it one of the youngest broadcast networks in U.S. media.

In Mexico City, police freed 62 females that were victims of forced prostitution, including one girl who was only 13-years-old, say prosecutors.

Monday, Mexico City’s chief prosecutor Miguel Mancera said the women told officials that they were being forced to have sex for money in the city’s downtown area, and were then made to give their earnings to a group of pimps.

Five men and two women have been detained and are being held as an investigation is being completed. They are accused of human trafficking, organized crime, pimping, and the corruption of a minor. The suspects range in age from 19 to 62.

One of the victims told Mancera’s office that she had been befriended in another state by a man who promised to help her find work in the capital city, but she arrived, she, along with other women were forced to be prostitutes. In April, this same woman wound up in the hospital with a potential miscarriage and decided to tell the police of the forced-prostitution.

Mancera said he doesn’t know why previous administrations had not done something about prostitution rings sooner considering they are not new trades. In fact, it is believed that Tenancingo in the state of Tlaxcala is the center of Mexico’s forced-prostitution trade.

Apparently, no longer considered a “bourgeoisie excess,” the island will foster 4 golf building projects totaling $1.5 billion.

The tourism minister of Cuba told the New York Times that the island could soon have as many as 16 golf courses, and that luxury homes would be built near the resorts.

“Cuba saw the normal sun and salsa beach offerings and knew it was not going to be sustainable,” said the managing director of Standing Feather, Chris Nicholas, who negotiated for eight years with Cuba’s state-run tourism company. “They needed more facets of tourism to offer and decided golf was an excellent way to go.” Standing Feather is the development company that will be working in Cuba.

Standing Feather said they’re interested in building a sense of community and in providing the same acoomodations to their clientele, as other caribbean golf resorts; the complex will likely include fancy restaurants, night entertainment facilities and its own shopping center aimed at Canadian, European and Asian tourists; as Americans are forbidden to spend any money in Cuba.

Honduran authorities are on “red alert” after U.S. government officials warned them that two top Islamist terrorists could be either in Honduras or heading there.

Two Afghani militants, Khalil Al-Rahman Haqqani, born in 1966, and Said Jan Abd Al-Salam, born in 1981, have been supporting the Taliban and Al-Qaeda and allegedly, have been moving around through Central America using fake passports and posing as businessmen.

This is not the first time that Honduras has strengthened its national security because of a suspected Al-Qaeda infiltration.

In 2004, Honduras declared a nation wide terror alert after receiving information that Al-Qaeda was trying to recruit Muslim Hondurans to carry out attacks against different embassies.

The presence of the two Al-Qaeda men in Honduras, could respond to the fact that Islamist factions might be interested in using Honduras as a transit platform to enter into the U.S., by taking advantage of Honduras’ precarious political situation, which makes it vulnerable to illegal activities.

“America’s Toughest Sheriff” has said three of his employees in Maricopa County in Arizona have been arrested for drug and human trafficking.

A deputy and two detention officers were among 12 people arrested in an international drug smuggling ring based out of Phoenix, said Sheriff Joe Arpaio, who added that law enforcement in hard enough without having to worry about his own people.

“We have enough violence without having moles in my own organization that put my deputies in danger,” said Arpaio.

Marcella Hernandez, 28, one of the detention officers, informed authorities that she is eight months pregnant with the child of a documented member of Mexico’s Sinaloa cartel, Francisco Arce-Torres, who is also said to be the leader of the suspected drug ring.

Deputy Ruben Navarette Hernandez and other detention officer Sylvia Najera face felony charges, with seven more of the sheriff’s employees being investigated for connection to the operation.

“Every organization, you’re going to find some people who do wrong,” Arpaio said. “It’s human nature.”

Arpaio said that Navarette admitted he passed information regarding the sheriff’s crime-prevention operation to the smuggling group. Navarette is also accused of participating in the smuggling of undocumented immigrants from Arizona to California. Upon searching his home, two undocumented immigrants were discovered.

Navarette, who once worked on the sheriff’s human smuggling unit and was trained as a federal immigration agent, Arpaio said, was regularly participating in the smuggling of undocumented immigrants.

“No one is above the law, and apparently no one is beyond the reach of drug trafficking organizations in Mexico,” County Attorney Bill Montgomery said. “It’s just one more illustration ... that the border is not secure. We have cross national transportation of drugs and illegal aliens that has now involved law enforcement officials here. And they’ve been able to do this and be ongoing in their efforts.”

Wednesday, officials in central Guatemala, say the body of the prosecutor investigating the massacre of 27 people in the country was found, and it had been dismembered. Officials believe it was the work of the drug gang Los Zetas.

Assistant public prosecutor in Coban, Alta Verapaz, Allan Stowlinsky Vidaurre, 36, was not only killed, but cut into pieces. His remains were found in five plastic bags that were left around the Public Ministry’s Interior Department.

The Mexico-based drug cartel Los Zetas’ Z200 bloc left a note with the body. The Zetas are linked to the May 15 massacre of 27 people.

The note read: “This is for all those who go wrong with Z 200. I told them one by one that I would be killing them. Go ahead and think you are ‘gringos’. If they are willing to fight, leave them alone and don’t be stupid because you will end up f*cked.”

The message continued with, “I’m collecting the 500 kilograms (1100 pounds) you took off of me. I will continue collecting the debt, take care of yourselves, sincerely Z 200.”

“They have a clear objective by sending a message to provoke fear in us, but we will not back down,” Attorney General Claudia Paz y Paz said during a press conference.

Guatemalan President Alvaro Colom expressed “deep outrage” regarding Vidaurre’s gruesome murder, and said the country’s Public Ministry has his full support.

Former Catholic bishop and Paraguayan President, Fernando Lugo, is finding himself in his own ‘Love Child’ scandal.  Benigna Leguizamón, 28-years old, is certain her 8 year old is the fruit of her love affair with Lugo.

Leguizamón’s attorney has told the press that she expects Lugo to be summoned by a judge very soon, as she has requested DNA tests to be performed on the former catholic bishop.

The woman was part of the cleaning crew of the “Diocese of San Pedro”, where Lugo acted as bishop.

Benigna Leguizamón also said the president lied to her, “ He promised me a house and 2 million Guaraníes (US$500) a month. He gave me the house but without a title and since last August, I don’t receive a single penny from the father of my son—the President,” she said.

“I am sure I’m going to win this trial,” a confident Leguizamón pronounced.

Lugo has another child, conceived during his bishop ministry days; Guillermo Armindo (4) his son with 26 year old Viviana Carrillo.  Some reports put Viviana ages at under 18 year old when her relationships with Lugo started.  Currently, Lugo is not married and his sister, Mercedes, acts as the country’s first lady.

Arizona police and immigration officials believe they have netted a record number of illegal immigrants in a Phoenix drop house.  Neighbors grew suspicious of the home at 91st and Encanto Boulevard with many vehicles coming and leaving the 1,300 square foot, four-bedroom home.

Upon investigation officials found 108 illegal aliens, including 15 women and teenagers, from Mexico, El Salvador, Honduras and Guatemala.  They were packed into every one of the four bedrooms and the garage.  This is one of the largest drop houses seen in the area in five years.

The immigrants were searched for weapons and drugs and were then to be processed by immigration and customs officials before the deportation process begins.

In what some are calling the “Wildest Game of the Year,” the Philadelphia Phillies and the Cincinnati Reds went 19 innings, in a game that lasted 6 hours, spanned two days, and saw an infielder become the winning pitcher.

As the game seemed as though it would last forever, fans at Citizens Bank Park took their chances at missing a surprise ending of Wednesday night’s game, and were heading home.

But those that left early missed infielder Wilson Valdez becoming the first position player to be the winning pitcher since Colorado Rockie’s catcher Brent Mayne in August of 2000.

This was Wilson’s first time pitching in a professional game, and he impressed everyone when his first pitch registered at 88 mph. Pitching in the 19th and final inning, Wilson retired the Red’s Joey Votto, Jay Bruce, and pitcher, Carlos Fisher. It was a strange sit to see Wilson (an infielder) pitching to Fisher (a pitcher).

In the end, the 19 inning game started on Wednesday, ended on Thursday, and lasted 6 hours and 11 minutes. The final score was 5-4 Phillies, with Valdez ending the night with the game’s 601st pitch.

Valdez, 33, has been with the Phillies since 2010, and hails from Nizao, Peravia in the Dominican Republic.

Few Adults Active at Work, Unless you Are a Hispanic Male

Researchers at the Centers for Disease Control and Prevention found that as little as 6.5 percent of all American adults are getting enough physical activity at their jobs.

The government recommends at least 20 minutes a day of a brisk walk or 150 minutes each week of some kind of moderate-intensity aerobic activity.  Well most adults while at work aren’t getting that much activity UNLESS you are a Hispanic male or a man with less than a high school education.

It appears Hispanic men disproportionately get enough physical activity at work to meet and exceed government recommended guidelines on activity.

However, 45 to 65 percent of adults say they are receiving their required activity quota with after work activities like going for a walk or a swim.

Inmates were served beer, vodka and tequila in this apparent low-security prison in Chihuahua.

The deputy director of the facility has been fired, and several guards face legal consequences for allowing a bar to operate inside the jail; inmates even had plasma televisions, marijuana and heroin doses, cell phones and a pool table!

Federal police and state authorities confiscated no small amount of booze—200 beer cans, 12 bottles of tequila, and 20 bottles of vodka.

As the lights dimmed on Wednesday’s season finale of American Idol, with more than 122.4 million votes counted for the final two contestants, host Ryan Seacrest opened the golden enveloped and announced that Scotty McCreery was season American Idol’s season 10 winner.

The 17-year-old from Garner, North Carolina, became the first Latino to win the win the national competition.

The country crooner was honest when asked earlier this month about his Boricua roots.

“Is it true that you are Puerto Rican, Scotty?” asked Seacrest.

“Yes, I’m Puerto Rican,” McCreery said with a smile. “I have a little J. Lo in me.”

After hearing his name called as the winner, McCreery nearly dropped to his knees. And as the confetti was falling, close friend and runner-up Lauren Alaina, 16, planted a big smooch on the winner.

Though the kiss raised questions about the two being a couple, McCreery told Entertainment Tonight, “Still single,” but he did say that he and Lauren have “gotten really close, but I don’t know about the more-than-friends stuff.”

Well, he’s made America’s Latinos proud, and is sure to have a any number of ladies to choose from, though his busy AI schedule is just beginning.

“It’s going to be crazy, I mean I’ve expected, it’s been changed for weeks now I guess,” he said.

The U.S. Supreme Court in a 5-3 vote has upheld Arizona’s four-year old law that allows the state to punish businesses that hired illegal immigrants.

This law which targets employers only, was in existence before the state passed the controversial SB 1070 and a slew of other anti-immigrant legislation that have also faced legal scrutiny.  The law allows Arizona to revoke the business licenses of any business that intentionally hires undocumented workers.

The law also mandates that all employers use the E-Verify program, run by Homeland Security, to confirm the immigration status of its employees before they are hired.  Prior to this law employers had the option to participate in E-Verify not the mandate.

The Republican-appointed justices drove the majority decision by the Court and opined: “This falls well within the confines of the authority Congress chose to leave to the states.”  Justice Sonia Sotomayor opposed the decision.

Opponents of the law, made up of civil rights groups and numerous Arizona Chamber of Commerce’s, argued that immigration issues are under the jurisdiction of the federal government only. 

This ruling does not deal with Arizona SB1070 that allows police officers to ask anyone their immigration status but the ruling may influence the outcome of legal challenges that law is facing.

A new all-Spanish language porn company reportedly has their eyes set on making a XXX parody of El Gordo Y La Flaca!

It was going to happen sooner or later,  The first commandment of porn prays “If it exists, there’s porn of it,” and in a (twisted, very twisted) world where there is a porno version of Seinfield, the Brady’s Show and Top Chef (yup, it’s called Top Heavy Chef).  So it is actually surprising that it took them this long to parody a Spanish talk show.

“El Gordo y la Flaca, a Porno” does have an interesting ring to it, and is not bad for a first Spanish language porn parody feature length film title.  That said, as far as raunchy reinventions of Spanish Talk Show Titles “El Gordo Y La Flaca” is just not that imaginative.

Illinois Rep. Luis Guitierrez will be in Reno Nevada for a town hall meeting this Friday. People will be asking for relief from immigration deportations and gathering signatures on a petition for President Obama.

The meeting is Friday from 6 p.m. to 7:15 p.m. at Bernice Mathews Elementary School at 2750 Elementary Drive.

According to the Progressive Leadership Alliance of Nevada, 400,000 people are deported annually from the United States and many are spouses or parents of U.S. citizen. Friday’s meeting is part of a national tour to bring attention to the deportation issue.
