It was a grim Valentines Day morning as a 12-year-old whose body handcuffed and blindfolded was found in the streets of Colonia del Mirador Hillside, south of Monterrey.

His grandmother, who arrived at the scene, identified the child,  as Gerardo Martinez Arellano Lucifer.
