Secretary of Homeland Security Janet Napolitano today joined Spanish First Deputy Prime Minister and Interior Minister Alfredo Pérez Rubalcaba to sign an agreement on scientific and technological cooperation - sharing best practices to prevent and detect threats in addition to strengthening research and development.
